THOMAS HOBBES’İN LEVİATHAN’DA BAHSETTİĞİ DEVLETİN, GÜNÜMÜZ MALİYE ANLAYIŞI İLE DEĞERLENDİRİLMESİ

Abstract
Devletlerin faaliyet alanlarının genişlemesi daha fazla kaynak kullanmasına neden olmaktadır. Büyüyen devlet harcamaları beraberinde daha fazla vergi alınmasına neden olmaktadır. Yeterli ölçüde vergi alamayan devletler borçlanmaya gitmektedir. Bu durum toplumsal kaynakların verimsiz kullanımına neden olabilmektedir. Thomas Hobbes’in 17. yüzyılda bahsettiği devlettin Leviathan bir yapıya bürünmesine günümüzde de şahit olmaktayız. Hobbes bu kitabında devleti bir tür deniz canavarına benzeterek, bir süre sonra toplumsal kaynakları kendi çıkarları doğrultusunda kullandığını ifade etmektedir. Bu çalışma, Hobbes’in Leviathan eserindeki devlet yapısını günümüz maliye anlayışıyla ele almaktadır. Çalışmanın ana kaynağı Hobbes’in Leviathan kitabıdır. Bunun yanında devlet ve Leviathan ile ilgili çeşitli yayınlardan yararlanılmıştır. Çalışma sonunda Hobbes’in devlet ile ilgili görüşlerinin günümüzde de geçerli olduğu; özellikle totaliter, oligarşik yönetimlerde bir kesimin toplumun kaynaklarını verimsiz bir şekilde kendi çıkarları doğrultusunda kullandığı sonucuna varılmıştır.

Abstract
The expansion of the areas activity of states causes them to use more resources. Growing state expenditures cause more taxes to be collected. States that cannot collect enough taxes tend to borrow. This situation can lead to inefficient use of social resources. We are still witnessing the state taking on a Leviathan structure, which Thomas Hobbes mentioned in the 17th century. In this book, Hobbes likens the state to a kind of sea monster and states that after a while, it uses social resources for its own interests. This study examines the state structure in Hobbes's Leviathan with today's understanding of finance. The main source of the study is Hobbes's Leviathan. In addition, various publications on the state and Leviathan were used. At the end of the study, it was concluded that Hobbes' views on the state are still valid today; especially in totalitarian and oligarchic governments, a segment uses the resources of the society inefficiently for its own interests.
